Mid July-November: Overview & impacts for the Richmond Road complete Streets project

We are writing to inform you about the upcoming construction work as part of the Stage 2 O-Train Light Rail Transit (LRT) project. The Richmond Road Complete Streets Project, which is the final segment of the Stage 2 LRT work, will commence this summer. The project will span the area along Richmond Road between McEwen Avenue and Cleary Avenue.

This multi-year project will involve:

• Utility work, including watermain, sanitary sewer, and storm sewer

• Complete and final coverage of the LRT tunnel

• Final paving of Richmond Road and Byron Avenue

• Construction of curbs, sidewalks, cycling facilities, multi-use paths, bus platforms, and shelters

• Installation of street lighting, traffic signals, and signage • Tree planting, landscaping, and re-instatement of impacted properties and driveways

During the project, Richmond Road and Byron Avenue will undergo multiple reconfigurations. Detours will be implemented as needed, and traffic will be re-routed and/re-aligned to facilitate the final utilities relocations and the construction of the street. The first traffic re-alignment will be implemented in mid-July, with local signage directing traffic accordingly.

Please be assured that access to all businesses and residences will be maintained throughout the project.

We will make every effort to work with stakeholders in the area to address concerns.

Notice of Overnight Work: Richmond Road Complete Streets Utility Work (Part 1)

Overnight work will take place to advance utility works along Richmond Road between New Orchard and Cleary Avenue.

What:     

Overnight work

When:    

Mid-July 2024 to November 2024, 10 p.m. until 6 a.m.

Why:      

Watermain, storm sewer, and sanitary sewer works

Where:   

Richmond Road between New Orchard Avenue and Cleary Avenue

The construction work outlined in this notice is subject to change. Work may be delayed or extended due to weather or other unforeseen circumstances.

Anticipated Impacts

Works planned to begin in July 2024 and will continue until November 2024.

Residents should anticipate louder than usual noise in the area during the works.

Noise and vibration monitors will be installed in the work areas.

Site lighting will be in place for overnight work and all lighting will be pointed away from residences. 

Notice of Weekend Closure: Richmond Road Complete Streets to New Configuration (Part 2)

A weekend closure of Byron Avenue will be required to prepare the roadway to shift traffic from Richmond Road to Byron Avenue.

What:      

Weekend closure and traffic realignment to new configuration installment.

When:    

Friday, July 19 at 8:00 p.m. until Monday, July 22 at 6:00 a.m..

Why:      

To shift traffic onto a new roadway configuration Byron Avenue must be modified.

Where:    

Byron Avenue between Harcourt Avenue and Woodroffe and Byron Avenue between Woodroffe Avenue and Sherbourne Road.

Anticipated Impacts

Motorists, pedestrians, and cyclists should heed local traffic and detour signage. Motorists should use Richmond Road east of Woodroffe as Byron Avenue will be closed to general traffic.

Local access will be maintained on Byron Avenue.

Site lighting will be directed away from residences and point at the work zone.

Heavy equipment will be used to execute the work.

Broadband back-up alarms will be used on all vehicles.

The safety of the public and workers is paramount, and we thank you for your patience during construction.
