Nov 20: TransitNext submits Notice of Substantial Completion - Lines 2 & 4

The purpose of this memo is to provide the Mayor and Members of Council with an update on the status of the Stage 2 O-Train South Extension, Lines 2 and 4.
Since completing Trial Running on October 27, TransitNext and the City’s focus has been on working collaboratively to finalize all necessary activities required to achieve Substantial Completion. Based on the progress made, TransitNext submitted the Substantial Completion Notice to the City on November 14.
The City and the Independent Certifier have been reviewing all of the documentation that accompanies the Substantial Completion Notice to make the determination that Substantial Completion requirements have been met. This process is thorough and deliberate and is clearly prescribed in the Project Agreement as a key milestone before Revenue Service.
As part of this process, the City is currently assessing TransitNext’s Notice of Substantial Completion and will provide an opinion to the Independent Certifier and TransitNext. The Independent Certifier will then review the TransitNext’s Notice of Substantial Completion and the City’s opinion to confirm that all requirements have been met. Once this determination is made, the Independent Certifier will issue the Substantial Completion Certificate.
There are also several regulatory reviews and submissions of documentation required before the system is fully turned over to the City, including the formal submission for a Certificate of Fitness from the Canadian Transportation Agency. These processes are underway and occurring in parallel to the Substantial Completion process.
OC Transpo will hold a technical briefing for Members of Council to provide additional details on the progress towards Revenue Service on Lines 2 and 4. A formal invitation will be shared shortly.
